Digital Connectivity Rating Platform हुई लॉन्च, अब घर खरीदने से पहले पता चलेगा Network और Wi-Fi का हाल

घर खरीदते समय location, price, parking और amenities के साथ अब Digital Connectivity Rating भी एक महत्वपूर्ण जानकारी बन सकती है। Telecom Regulatory Authority of India यानी TRAI ने 25 सितंबर 2026 को Digital Connectivity Rating Platform लॉन्च किया, जिसके जरिए consumers किसी rated property की connectivity details देख और दूसरी properties से compare कर सकेंगे। यह platform खास तौर पर उन लोगों के लिए उपयोगी हो सकता है जो नया घर, office या commercial property खरीदने या lease पर लेने से पहले यह जानना चाहते हैं कि वहां mobile network, fibre connectivity और Wi-Fi infrastructure की स्थिति कैसी है। TRAI के अनुसार इसका उद्देश्य digital connectivity को property की एक visible और verifiable attribute बनाना है।

Digital Connectivity Rating Platform TRAI का एक integrated digital system है, जिसमें property managers, registered Digital Connectivity Rating Agencies यानी DCRAs और consumers एक common interface पर जुड़ते हैं। Platform properties की digital connectivity assessment, rating, certification और publication की पूरी process को digital बनाता है। Consumers platform पर उन properties को search कर सकेंगे जिनकी DCR assessment हो चुकी है। Search के लिए property name, certificate ID या location का इस्तेमाल किया जा सकता है। इसके बाद published rating और digitally signed certificate देखा जा सकेगा। TRAI के Chairman Anil Kumar Lahoti ने कहा कि platform एक transparent और standardised framework तैयार करता है, जिससे consumers को connectivity को लेकर credible और comparable information मिल सके।

Digital Connectivity Rating India framework में किसी property की connectivity readiness को कई parameters के आधार पर assess किया जाता है। TRAI के अनुसार इनमें fibre readiness, mobile network availability, in-building connectivity solutions और Wi-Fi infrastructure शामिल हैं। अलग-अलग property categories के लिए applicable benchmarks भी निर्धारित किए गए हैं। इसका मतलब यह है कि rating सिर्फ इस आधार पर नहीं होगी कि किसी property में internet connection उपलब्ध है या नहीं। Assessment का दायरा property की overall digital connectivity infrastructure तक जाता है। उदाहरण के तौर पर किसी building में fibre network की readiness, अंदर mobile signal availability, बेहतर indoor coverage के लिए solutions और Wi-Fi infrastructure की स्थिति rating process का हिस्सा हो सकती है। यानी आगे चलकर Property Connectivity Rating घर या office चुनने के दौरान एक अतिरिक्त comparison point बन सकती है।

Property Mobile Network Rating के लिए registered DCRA property का assessment करती है। TRAI के framework के मुताबिक authorised agencies field assessment के दौरान in-building digital connectivity measurements कर सकती हैं। इसके लिए एक dedicated DCRA mobile application भी उपलब्ध कराई गई है। Field assessment के दौरान mobile app से collect किया गया data platform पर synchronise किया जाएगा। DCRA observations, test results और supporting documents भी system में upload कर सकती हैं। इसके बाद rating process पूरा होने पर certificate generate और publish किया जाता है। इससे rating सिर्फ property manager द्वारा दी गई जानकारी पर निर्भर नहीं रहती, बल्कि prescribed testing methodology के आधार पर assessment की जाती है।

TRAI DCR Platform का सबसे बड़ा consumer benefit यह है कि किसी property की digital connectivity के बारे में information final purchase या lease decision से पहले मिल सकेगी। TRAI के मुताबिक users rated properties को search, compare और उनके certificates verify कर सकेंगे। आज किसी नए घर में जाने के बाद कई लोगों को यह पता चलता है कि bedroom के अंदर mobile signal कमजोर है, broadband options सीमित हैं या building में Wi-Fi infrastructure अपेक्षित स्तर का नहीं है। DCR framework का उद्देश्य ऐसी connectivity-related information को पहले से visible बनाना है।

TRAI का कहना है कि इससे consumers को homes और offices में मजबूत तथा reliable connectivity को लेकर ज्यादा informed choice करने में मदद मिल सकती है। हालांकि यहां यह समझना भी जरूरी है कि rating किसी property की हर जगह पर हर समय मिलने वाली network performance की guarantee नहीं है। Actual experience operator, network traffic, device, indoor conditions और service availability जैसी चीजों से भी प्रभावित हो सकता है।

Fibre Connectivity Rating framework में property की fibre readiness को assessment का हिस्सा बनाया गया है। इसका मकसद यह देखना है कि property में high-speed wired connectivity infrastructure के लिए जरूरी readiness किस स्तर पर मौजूद है। आज work from home, online classes, streaming, gaming और cloud-based services के कारण fast internet की जरूरत काफी बढ़ गई है। ऐसे में केवल mobile network ही पर्याप्त नहीं होता; reliable fibre infrastructure भी property selection में महत्वपूर्ण हो सकता है। इसी वजह से TRAI ने digital connectivity को केवल telecom service की समस्या के तौर पर देखने के बजाय property development और infrastructure planning से भी जोड़ने की कोशिश की है। Framework existing properties के साथ-साथ under-construction properties के assessment को भी support करता है।

WiFi Infrastructure Rating भी DCR framework का हिस्सा है। इसका अर्थ है कि property के internal connectivity setup में Wi-Fi infrastructure से जुड़े parameters को भी assessment में शामिल किया जा सकता है। Office buildings, residential complexes और commercial properties में internal wireless connectivity की जरूरत तेजी से बढ़ी है। ऐसे में property की connectivity readiness को केवल outdoor mobile signal के आधार पर मापना पर्याप्त नहीं हो सकता। TRAI का framework इसी broader approach को अपनाता है, जिसमें fibre, mobile, indoor connectivity और Wi-Fi infrastructure को एक साथ देखा जाता है।

Digital Connectivity Rating के साथ verification भी एक महत्वपूर्ण हिस्सा है। Platform पर consumer किसी rated property का digitally signed certificate देख सकेगा और उसमें दिए गए QR code के जरिए उसकी authenticity verify कर सकेगा। यह व्यवस्था इसलिए अहम है क्योंकि किसी property brochure या advertisement में connectivity से जुड़े claims अलग हो सकते हैं। Officially published और digitally verifiable certificate consumers को उन claims की तुलना में ज्यादा standardised information दे सकता है। TRAI के मुताबिक platform secure storage की सुविधा भी देता है, जिसमें property records, test results, certificates और audit logs सुरक्षित रखे जा सकते हैं।

TRAI Property Rating framework सिर्फ residential homes तक सीमित नहीं है। Platform property managers को Public, Government, Commercial, Private और दूसरी categories की properties register करने की सुविधा देता है। Property manager platform पर application submit कर सकता है, जरूरी information और documents upload कर सकता है, registered DCRA select कर सकता है और application की status track कर सकता है। Framework constructed और under-construction दोनों properties के assessment को support करता है। इसका मतलब developers निर्माण के दौरान भी digital connectivity infrastructure को planning process में शामिल कर सकते हैं।

TRAI Digital Connectivity Rating 2026 में developers की भूमिका क्या है?

TRAI Digital Connectivity Rating 2026 framework property managers और developers को connectivity infrastructure की planning को development process के शुरुआती चरण में शामिल करने के लिए प्रोत्साहित करता है। TRAI के अनुसार digital connectivity infrastructure को सही stage पर plan करने से existing और future properties दोनों में connectivity assessment और infrastructure development बेहतर तरीके से किया जा सकता है। Property managers rating application के लिए registered DCRA चुनेंगे। DCRA field assessment करेगी और testing methodology के अनुसार results दर्ज करेगी। इसके बाद report generation, certification और publication भी platform के digital workflow के जरिए होगा।

TRAI New Platform पर consumer किसी rated property की connectivity-related rating और उसका certificate देख सकेगा। Search करने के लिए property name, certificate ID या location का विकल्प दिया गया है। इससे किसी व्यक्ति के लिए अलग-अलग properties की connectivity को compare करना आसान हो सकता है। उदाहरण के लिए, यदि दो apartments की कीमत और location समान हैं, तो consumer यह भी देख सकता है कि rated properties में digital connectivity infrastructure की स्थिति क्या है। TRAI का उद्देश्य इसी तरह connectivity को एक measurable factor बनाना है, ताकि property खरीदने या lease करने का फैसला लेते समय consumers के पास ज्यादा information हो।

क्या DCR Platform खरीदने से पहले हर Property की Rating दिखाएगा?

यहां एक महत्वपूर्ण बात है- platform हर property की automatic rating नहीं दिखाता। Consumer उन properties को search कर पाएगा जो DCR assessment से गुजर चुकी हैं और जिनकी ratings publish की गई हैं। इसलिए अगर किसी property manager ने assessment नहीं कराया है या उसकी rating publish नहीं हुई है, तो जरूरी नहीं कि वह platform पर rated property के रूप में दिखाई दे। यह distinction consumer के लिए अहम है, क्योंकि किसी property का platform पर rating न मिलना अपने-आप खराब connectivity का प्रमाण नहीं माना जा सकता। इसका मतलब यह भी हो सकता है कि property ने अभी DCR assessment नहीं कराया है।

TRAI ने platform में कई digital features जोड़े हैं। इनमें eSign, digitally signed certificates, QR-based verification, online payment, email और SMS alerts तथा property records, test results और audit logs के secure storage की सुविधा शामिल है। इसका उद्देश्य rating process को केवल online search तक सीमित रखना नहीं, बल्कि application से लेकर assessment, certification और publication तक पूरी प्रक्रिया को digital बनाना है। Dedicated DCRA mobile app के जरिए field measurements और web platform के बीच data synchronisation भी किया जाता है।

Digital Connectivity Rating Platform से Real Estate Market में क्या बदल सकता है?
