Phone Screen Protectors पर नया BIS Rule, 2027 से इन Products की बदल जाएगी तस्वीर

स्मार्टफोन यूजर्स के लिए इस्तेमाल होने वाले tempered glass और दूसरे screen protectors को लेकर बड़ा बदलाव सामने आया है। BIS Rule for Phone Screen Protectors के तहत केंद्र सरकार ने smartphone screen protectors को अनिवार्य registration framework में शामिल कर दिया है। यह बदलाव Ministry of Electronics and Information Technology यानी MeitY ने 21 सितंबर 2026 की notification के जरिए किया है। नई व्यवस्था के तहत 1 अप्रैल 2027 से smartphone screen protectors को निर्धारित भारतीय मानक IS 19348:2025 - Glass Screen Protector - Specification के अनुरूप होना होगा। इसका मतलब यह नहीं है कि बाजार में मौजूद हर screen protector पर तुरंत ban लग गया है। Manufacturers और importers को compliance की तैयारी के लिए छह महीने से ज्यादा का transition period दिया गया है।

BIS Rule for Phone Screen Protectors के तहत “Screen Protectors for smartphones” को Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021 की schedule में नई Serial No. 66 के रूप में जोड़ा गया है। इसके लिए संबंधित भारतीय मानक IS 19348:2025 तय किया गया है और यह requirement 1 अप्रैल 2027 से लागू होगी। यह amendment Bureau of Indian Standards Act, 2016 के तहत केंद्र सरकार की शक्तियों का इस्तेमाल करते हुए किया गया है। इससे smartphone screen protectors भी उन electronic products की regulatory framework में आ गए हैं, जिनके लिए compulsory registration requirements लागू होती हैं। इसका practical असर यह होगा कि तय तारीख के बाद market में ऐसे products की manufacturing और import को relevant BIS requirements पूरा करना होगा। इसलिए इसे सिर्फ quality guideline नहीं, बल्कि compulsory-registration framework से जुड़ा regulatory change माना जा रहा है।

Smartphone Screen Protector BIS के लिए इस्तेमाल किया जाने वाला IS 19348:2025 पहले ही BIS द्वारा establish किया जा चुका था। BIS के records के अनुसार यह standard जुलाई 2025 में प्रकाशित हुआ था और इसका title -Glass Screen Protector - Specification है। इस standard का उद्देश्य glass screen protectors के लिए quality और testing requirements को standardise करना है। BIS के अनुसार इसमें chemically tempered glass screen protectors की optical clarity, mechanical strength और testing से जुड़े benchmarks पर जोर दिया गया है। यानी अब screen protector सिर्फ tempered glass लिखे होने से quality के लिहाज से एक जैसा product नहीं माना जाएगा। निर्धारित standard के अनुरूप performance और testing requirements को पूरा करना जरूरी होगा।

IS 19348:2025 के तहत glass screen protectors के लिए material और performance से जुड़े अलग-अलग parameters तय किए गए हैं। इनमें glass की mechanical strength, dimensions, optical performance, surface quality और दूसरे testing requirements शामिल हैं। Standard की development process में BIS ने display cover glass के mechanical testing से जुड़े international references का भी इस्तेमाल किया था, जिसमें IEC 61747-40 series और chemically strengthened flat glass से जुड़े standards शामिल हैं। Screen protector की clarity भी महत्वपूर्ण होगी। इसका संबंध light transmission और visible defects जैसे optical aspects से है। यानी ऐसा glass जो screen की visibility या display clarity को प्रभावित करता है, quality assessment में अलग तरीके से देखा जा सकता है।

1 April 2027 इस पूरे बदलाव की सबसे महत्वपूर्ण तारीख है। Gazette notification के मुताबिक इसी दिन से smartphone screen protectors पर compulsory registration order के provisions लागू होंगे और products को निर्धारित IS 19348:2025 के अनुरूप होना होगा। इसका मतलब है कि manufacturers और importers को इस deadline से पहले अपने products, testing arrangements और regulatory compliance को तैयार करना होगा। BIS registration framework में आने के बाद बिना आवश्यक conformity के products को market में बनाए रखने की गुंजाइश सीमित हो जाएगी। हालांकि consumers के लिए यह distinction बहुत जरूरी है- 21 सितंबर 2026 की notification ने उसी दिन से सभी low-quality screen protectors को बाजार से हटाने का आदेश नहीं दिया है। Compliance requirement 1 अप्रैल 2027 से लागू होगी।

आज भारत के बाजार में smartphone screen protectors कई price points पर उपलब्ध हैं। Branded products के अलावा बड़ी संख्या में inexpensive और unbranded options भी मिलते हैं। ऐसी स्थिति में consumers के लिए glass की वास्तविक strength, clarity और durability को सिर्फ packaging या seller के claims से समझना मुश्किल हो सकता है। नए BIS Screen Protector Rules 2026 का एक उद्देश्य इसी category में minimum technical requirements को formalise करना है। BIS ने IS 19348:2025 को product specification के तौर पर establish किया है, जिससे manufacturers के लिए एक common benchmark तैयार होता है। इससे consumer को future में product की quality के बारे में ज्यादा standardised information मिलने की संभावना है। हालांकि किसी भी BIS standard का होना यह guarantee नहीं करता कि हर individual product consumer की हर expectation पर खरा उतरेगा; compliance निर्धारित technical requirements के संदर्भ में देखा जाता है।

New BIS Rule for Tempered Glass के लागू होने के बाद manufacturers को regulated quality requirements और testing framework का पालन करना होगा। इससे product consistency और basic performance requirements को लेकर clarity बढ़ सकती है। Packaging और product identification भी महत्वपूर्ण हिस्सा है। उपलब्ध standard information के अनुसार product-related details और identification requirements को स्पष्ट रूप से provide करने की दिशा में framework बनाया गया है। इससे consumer को product की traceability समझने में मदद मिल सकती है। साथ ही, BIS के compulsory-registration ecosystem में consumers BIS Care जैसे tools का इस्तेमाल करके relevant product certification और licence information verify कर सकते हैं, जहां applicable हो। BIS की official app में licence verification और Know Your Standards जैसी सुविधाएं उपलब्ध हैं।

यह सवाल इस rule के बाद सबसे ज्यादा पूछा जा सकता है, लेकिन अभी इसका निश्चित जवाब नहीं है। Government notification में screen protector prices बढ़ने या किसी particular price increase की घोषणा नहीं की गई है। हालांकि compliance के लिए testing, registration और manufacturing processes में बदलाव की जरूरत पड़ सकती है। इससे कुछ manufacturers की cost structure प्रभावित हो सकती है। इसका अंतिम असर consumer prices पर कितना पड़ेगा, यह companies की compliance costs, imports, domestic manufacturing और market competition पर निर्भर करेगा। इसलिए अभी यह कहना कि BIS Certification for Screen Protectors से tempered glass निश्चित रूप से महंगा हो जाएगा, उपलब्ध official notification के आधार पर सही नहीं होगा।

नहीं। Government Screen Protector Rule तत्काल blanket ban नहीं है। 21 सितंबर की notification ने products को compulsory-registration framework में जोड़ा है, लेकिन नए provisions 1 अप्रैल 2027 से लागू होंगे। इस transition period में manufacturers और importers को अपने products को relevant Indian Standard के अनुरूप लाने और आवश्यक compliance पूरा करने का समय मिलेगा। इसका एक practical मतलब यह भी है कि consumers को अभी से अपने पुराने screen protector को सिर्फ इस वजह से बदलने की जरूरत नहीं है कि नया notification आ गया है। बदलाव मुख्य रूप से future manufacturing, import और market compliance framework से जुड़ा है।

IS 19348:2025 आखिर क्यों खास है?

IS 19348:2025 भारत में glass screen protectors के लिए एक dedicated product specification है। BIS ने इसे जुलाई 2025 में establish किया था और बाद में 2026 में इसे smartphone screen protectors के compulsory-registration framework से जोड़ा गया। यानी पहले standard तैयार किया गया और अब smartphone screen protectors की category को compulsory registration framework के साथ जोड़ा गया है। यह sequence बताता है कि सरकार product quality requirements को regulatory compliance से जोड़ने की दिशा में आगे बढ़ रही है। BIS के अनुसार इस standard का व्यापक उद्देश्य reliable protection, optical clarity और consistent quality के लिए benchmarks तैयार करना है।

इस पूरी खबर की सबसे अहम बात यह है कि screen protectors पर आज से कोई nationwide ban लागू नहीं हुआ है। बदलाव यह है कि MeitY ने इन्हें compulsory BIS registration framework में शामिल कर दिया है और compliance की प्रभावी तारीख 1 अप्रैल 2027 तय की है। इसलिए consumers के लिए अभी panic करने की जरूरत नहीं है। लेकिन 2027 के बाद market में आने वाले products के लिए quality और conformity requirements पहले से ज्यादा formal होंगी। Manufacturers और importers के लिए यह बदलाव ज्यादा महत्वपूर्ण है, क्योंकि उन्हें deadline से पहले testing और registration-related compliance पूरा करना होगा। इससे screen protector market में organised manufacturing और standardisation को बढ़ावा मिलने की संभावना है।
